Housing Benefit & Universal Credit Housing Costs: A Guide

If you need help paying your rent, you may be eligible for Housing Benefit or the housing costs element of Universal Credit. This guide explains how these benefits work and how they interact with social accommodation like that provided by Axient Housing.

Housing Benefit vs Universal Credit

Housing Benefit is being phased out for most working-age people and replaced by the housing costs element of Universal Credit. If you are of working age and not already claiming Housing Benefit, you will claim housing costs through Universal Credit. Housing Benefit continues for pension-age claimants and those in temporary or supported accommodation.

Who Can Claim?

You may be eligible if you pay rent and have a low income, are on certain benefits (such as Universal Credit, ESA, or Income Support), have limited savings, and are a UK resident. If you are in social housing managed by an organisation like Axient Housing, your benefit eligibility is assessed in the same way as other private tenants.

Local Housing Allowance (LHA)

Private tenants claiming housing costs through Universal Credit are subject to Local Housing Allowance (LHA) rates. These are set by the Valuation Office Agency based on the cheapest 30% of rents in a Broad Rental Market Area. LHA rates in Staffordshire and Cheshire vary by area and bedroom entitlement. Axient Housing works to ensure rents align with LHA rates where possible.

The Benefit Cap

A total benefit cap applies to most working-age claimants, limiting the total amount of benefits a household can receive. In 2024/25, the cap is £442.31 per week for families outside London, or £296.35 for single adults. If your total benefits exceed the cap, your housing element will be reduced. Exemptions apply for those receiving certain disability benefits or working enough hours.

How to Apply

Apply for Universal Credit (which includes housing costs) at gov.uk/universal-credit. If you are pension-age or in temporary/supported accommodation, apply for Housing Benefit through your local council. You will need to provide proof of identity, rent details, tenancy agreement, income information, and bank statements.
