Step 1: Check Your Eligibility
Before applying, check your local council's eligibility criteria. Some councils limit their register to current residents. You must also meet basic eligibility criteria — being over 16, a UK or EEA national (or with leave to remain), and not subject to immigration control. Step 2: Gather Your Documents
You will typically need: proof of identity (passport, birth certificate, driving licence); proof of address (utility bills, bank statements); proof of income (payslips, Universal Credit statements); details of your current housing situation; any supporting evidence for special circumstances (medical letters, police reports, support worker letters).
Step 3: Complete the Application
Most councils now accept online applications via their website. Be thorough and accurate — any inaccuracies can result in your application being cancelled or a reduced priority band. Step 4: Assessment and Banding
Your application will be assessed and you will be placed in a priority band — typically Band A (urgent need) through to Band D or E (low priority). Your band determines how quickly you are likely to receive an offer. Bands are reviewed periodically and can change if your circumstances change.
Step 5: Bidding on Properties
Most councils operate a Choice-Based Lettings (CBL) system where available properties are advertised weekly and you bid for ones you want. You can usually bid for up to three properties per week. Bids are ranked by priority band and time on the register. Properties are allocated to the highest-priority bidder.

Waiting times on housing registers can be substantial.
